Jay,

However - if you were to spin this concept/premise differently - e.g. 
presented a mechanism (e.g. similar to the Sierra Club) that would allow 
us birders and naturalists to "enact liens"  in order to set aside prime 
Minnesota lands as sanctuary and habitats for birds, wildlife etc - e.g. 
free from human predation - then I think you would "have yourself a 
game"!  

As the kids say today ... Go Vikings!
