[mou] Update on Say's and Sabine's

I visited Plover Prairie twice this afternoon for a total of an hour and did
not refind the Say's Phoebe, but it was raining heavily the whole time and I
stayed on the road.

I did not relocate the Sabine's Gulls at the Big Stone NWR or the Perry
WMA, but visibility was limited during my visits this afternoon.

Later at 6:45pm I saw another immature Sabine's Gull at Lac Qui Parle Lake.
It was seen from the overlook along CR33 just SE of its junction with CR26.
It was flying NW up the lake with the large numbers of Franklin's Gulls
present.
