Yes, the area the bird is frequenting, now that Minnehaha Creek is  
high water, is along the golf course shore where the creek enters  
Lake Hiawatha.

The golf course is closed to non-golfers--although neighbors do  
quietly stroll/circumnavigate the lake--staying on the gravel path-- 
but only during non-golf hours.

An alternative is to scope to the south side of the lake from the  
public north side by the community building or along the eastern  
shore by the shoreline restoration project.

Otherwise, if the water levels drop the night-herons may return to  
where the creek exits the lake.
