[mou] Rough-legged Hawk - Black Dog Lake

Found a Rough-legged Hawk near the power plant at Black Dog Lake in 
Burnsville.  I also found a Kestrel harrassing a Red-tailed Hawk along Hwy 7 
just into McLeod County.  It always surprises me how barren the countryside 
is during the winter.  The only other birds I saw for a couple of hours of 
driving were Crows.
