Cedar Creek Natural History Area is in East Bethel, north Anoka County, east
of Highway 65.  The main unit of Carlos Avery is also in Anoka County, in
Linwood and Columbus Townships, accesses from CR22/Viking, CR17/Lexington,
and CR18/Broadway.  Boot Lake SNA is adjacent to Carlos at the NW corner off
CR17.  There is a smaller unit of Carlos in Chisago County east of Stacy.

I would surmise a few reasons:

1) Only two places in Washington county seem to get birded much, those
being Carlos Avery and Cedar Creek Scientific Area (I think those are
both in Wash. County).  And both of those places don't seem to get much
attention, or rather not much is reported from there.
