Sorry for the late report but I'm not "connected" at home.

At 1:37PM on December 31st, 2006 I saw a
Prairie Falcon at close range (100 feet) at the
junction of US 14 and US 218 on the east side of
Owatonna, or Oh! What a town, ah...

The bird was on a power pole on the SE quadrant
of the junction.
Coming from the south on 218 there is a power pole
that is very low, actually not visible from 14, that the
bird was sitting on in the rain/snow mix.
I was able to look at the bird for about 15 seconds
before it flew to the bridge deck, I last saw the bird
as it was perching under the west-bound span
of the bridge.

Note  - I went back yesterday and searched the area
for 1 1/2 hours with my cousin but we did not relocate
the bird.
