Thanks to all who offered help. The consensus on the Bass Ponds raptor 
is male N. harrier, a possibility I entertained when checking my guides 
(which I tend to leave at home when doing a cardio walk). I've seen many 
harriers, even releasing one for the Raptor Center, but never one so 
pale and gray.

A couple of folks would consider gray morph gyrfalcon, and light 
variants of other look-alikes. I hope someone else spots the Puzzler in 
the neighborhood and confirms what it is.
