[mou] Arctic Tern in Lac Qui Parle.

Peder Svingen left me a message that he and Phil Chu found an adult Arctic
Tern around noon today at the Big Stone National Wildlife Refuge while
conducting a shorebird survey. My machine cut him off before he finished but
it was apparently last seen headed toward the low-flow area.
