[mou] Snowy Owl at MSP Airport

On my 7th try this winter, I finally saw the female *Snowy* tonight (5:25pm)
near the UPS building.  She was sitting atop the northernmost tower of the 4
towers east of the road near not too far from the 2nd tunnel.  I watched her
for about a minute before she flew off to the NE and out of sight.
