[mou] Trumpter Swan 4

There are about a dozen Trumpeter Swans on the far east side of Black Dog Lake. Mary took this picture around 4pm today. We are used to seeing a numbered band around the neck, but not on the wing. Would someone comment on the color (which state) and why on the wing.
