[mou] [rba] Snowy Owl near Rush Lake

My sister informed me that she saw a Snowy Owl on a post by a field near 
the north end of Rush Lake about one month ago. Nearest town is Rush City 
on I-35. Sorry for the late posting but I just learned of it.
