'Casual' in Minnesota - Five or fewer records in Hennepin County for the Spring season

Hawk sized bird with white breast and charcoal wings. I am not sure this is a Mississippi Kite. Saw a similar bird approximately 4-5 years ago 1/2 block away from where this was sighted the last two days. Would like to know an expert's opinion. [One opinion suggested that the photo is a better match for Sharp-shinned Hawk.] Seen near 28th Ave and 22nd Street in Seward neighborhood. Thank you. Patricia.dahlen@comcast.net
