First record for Olmsted County in the Winter season

This is the bird that has been hanging around at the waterfall in downtown Rochester. It was first reported last Saturday, I believe, by Carl Stein and his wife. At least Carl's is the earliest report on eBird. As others have noted, the bird is missing its tail feathers. It appears to be otherwise healthy and was frenetically chasing down prey invisible to human eyes—mine at least—during the entire 10" that I was there.
