'Rare Regular' in Minnesota

This to me is a 1st winter / 1st summer Parasitic Jaeger that spent the day harassing gulls at parking lot one at Wisc. Pt. The jaeger was smaller in direct comparison with Ring-billed Gulls and much smaller in comparison to Herring Gulls which he harassed or flew near to each species.
