'Rare Regular' in Minnesota - Five or fewer records in St. Louis County for the Fall season

Say's Phoebe seen today, 25 September, at Park Point in Duluth. I found the bird at 3:00pm on the Lake Superior side of Park Point near 16th St (where there is public access to the beach) as it foraged for insects (mostly grasshoppers?) on the beach. It was still present at this location as of 5:00.
