[mou] refuge acquisition

Every once in a while I come across some interesting numbers  
regarding national wildlife refuges and duck stamps. Duck stamp money  
is used to acquire refuge land. In Minnesota, for example, 100  
percent of Hamden Slough NWR was purchased with duck-stamp money.  
Sherburne logs in at 99.5 percent and Tamarac at 99.8 percent. Thirty- 
nine percent of Rice Lake NWR was purchased with stamp funds.
