[mou] Update on St Paul's Peregrine

Now there are two Peregrines out there!  One of them is sitting on the small 
t that faces north, the other is obscured right now but we saw them both fly 
to the sign.  Again, this is the big red "1st" sign that sits on top of the 
US Bank building on 5th and MN in downtown St. Paul.
