Hi Rob...
Your question about the osprey nest was forwarded to me. I am a wildlife technician who wowrks on the Twin Cities Osprey Project...I have been watching the same behavior. I assume you are talking about the nest along Hwy 51 between Noerenberg Gardens and the Mtka Art center. It is a bit odd. It is very common for an osprey to build a "frustration nest" when their nest fails...but that nest successfully produced two chicks. And if they were disturbed on their nest, why would they build another one so close? Originally that pair DID build a nest on the power pole that they are now reoccupying...and we, along with Xcel Energy, put up the nesting platform across the road for them to divert them from a potentially dangerous situation. They have nested for two years successfully on the nest pole we errected. I do not think its the juveniles that are doing it...it is most likely the male...tho I have not caught him in the act.
I am sure Xcel will take it down shortly to prevent shorting out the lines, and we will recommend that they retrofit the pole to prevent further activity like this. 
That male has been a hard one to please...he tried nesting in two other locations prior to the current one.
We do need people to report their observations about osprey activity in the 8 county metro area to us...especially if you find a new nest being built. We have 52 active nests in the metro area this year...produced 96 chicks and we banded 87 of them.
